Swedish Committee for Afghanistan (SCA) has been present in Afghanistan since the beginning of the 1980s. With over 5 000 Afghan employees it is one of the largest organizations in the country. SCA is presently managing development programmes linked to Strategic Objectives within Health, Education, Rural Livelihoods and Community Governance with a total annual budget of roughly USD 40 million.
In Afghanistan, close to 70 000 children go to schools run by the Swedish Committee for Afghanistan (SCA). Over two million people access medical care each year at clinics and hospitals run by the organization. Nearly 3 000 children and adults with disabilities receive special education.
In recent years, SCA has moved from being a mainly humanitarian organization to more emphasize on capacity development for individuals and organizations related to our development programmes, and their capacity to advocate for their rights. SCA provides support to a number of civil society organizations.
SCA activities are based on a Rights Based Approach – to satisfy hunger and live with dignity is a right, not a gift. SCA emphasizes that women have equal rights and should have the same opportunities as men. Through our programmes we support the empowerment of women.
SCA operates in 14 provinces in Afghanistan, and contributes to stability in an unstable country. The programmes are predominantly implemented in rural areas. In Sweden SCA has around 20 staff at the office in Stockholm, and about 4 000 members organized in local chapters across the country.
For more than 30 years SCA has been present among those in Afghanistan with the greatest needs; despite war and conflict. SCA has decided to stay as long as needed.
Scope of work:
Education Programme Coordinator (EPC) is a core member of the Education Programme Unit (EPU) operating from Kabul Management Office of the Swedish Committee for Afghanistan (SCA). EPU provides strategic oversight and technical backstopping to the Education Project Management Teams in Regional Management Offices (RMOs) in the east, central, southeast, north and northeast regions of the country. The EPC ensures smooth implementation of Education Programme through regional management teams with providing programmatic and technical support and proper coordination mechanisms among the projects and programme management teams.
EPC pays monitoring visits to the project sites, provides on spot support and updates Programme Management of the progress and developments in projects implementation and of the areas for improvement. EPC coordinates annual planning and revision process among the projects and programme unit in light of SCA Strategic Plan, vision, mission and values. EPC spends at least 40% of his/her working days in the field visits.
Qualifications & Requirements:
Bachelor Degree or equivalent, in Education or Social Sciences while Master’s degree in the mentioned fields is preferable.
Three years of relevant work experience (for Master Degree holders) and 5 year for Bachelor Degree holders) with international development firms, NGOs, UN agencies or similar organizations.
Proven experience in programme coordination and supervision.
Experience in the Rights-Based Approach (RBA) to development
Experience of planning, budgeting and reporting
Experience of M&E, assessments, research and studies including analytical report writing.
Experience in strategic programme oversighting and back stopping support to the implementation side of the programme – developing manuals, guidelines, TORs, MOUs
Act according to the policy and regulations of SCA.
Keep updated with issues related to the SCA, especially related to the Education Programme.
Be committed to the tasks assigned, accountable for the performance and outcomes; believe in development and improvements and willing to learn more.
When required, act as representative of the Programme in internal and external events related to education.
Ensure gender mainstreaming in the Programme related planning and budgeting processes.
Ensure Rights Based Approach (RBA) better understood by the Education Programme staff at KMO and RMO levels and incorporated throughout the Programme implementation cycle.
Perform any other related official tasks assigned by the EPM.
