SCA Background

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development programmes concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is around 5,500. During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming and outcome orientation. The mission of SCA is to empower individuals, communities and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Scope of Work:

The General Education Senor Officer (GESO) is a member of the management team of education unit at the Regional Management Offices (RMOs) level. In cooperation with the team members, she is responsible for direct supervision of tasks carried on by Education Field Supervisors (EFSs) in district to School level. The GESO is responsible for capacity development of FESs in class observation, school supervision, monitoring, mentoring and report writing skills. GESO is to ensure effective teaching and learning process in all educational facilities supported by SCA education programme in the PO level. The GESO initiate contact and communication with schools to district and provincial level educational authorities through direct contacts and participation in the relevant meetings on school’s affairs and update rest of the programme management unit on developments from time to time. She is to assist the Education Project Manager and Education Programme Unit (EPU) in planning, budgeting, project implementation, conducting assessments, studies, evaluations and reporting of SCA education projects. The GESO spends more than 40% of her official times in the field while working with EFSs in providing on-spot support to the students, teachers and members of the School Management Councils (SMCs) for improving quality of learning outcomes among the students

Qualifications & Requirements:

Bachelor’s degree in Education, or any other field related to education.
2-3 years relevant experience, especially within an NGO, UN agencies or similar organisation.
Computer skill at operator level, especially with MS Office packages.
Fluency in English and Dari and/or Pashto, both written and spoken
Interpersonal and communication skills
Supervisory, team worker, analytical, and troubleshooting skills
Experience of planning, reporting and budgeting
Ability and willingness to travel to the project sites within Afghanistan and adjust to SCA environment.
Strong commitment to promote gender.
Be familiar with formal education system and policies of Afghanistan government.

Main Responsibilities:

Act according to the policy and regulations of SCA and SCA education directives.
Keep updated with issues related to SCA and the environment where SCA operates.
Promote an attitude of team spirit and a strong focus on quality.
Manage, coordinate, schedule and monitor the work of the Field Education Supervisors. 
Ensure that the projects are completed on schedule and within the budget.
Be familiar with formal education system and policies of Afghanistan government.
Identify opportunities for improvement, inventiveness and makes constructive suggestion for change
Actively contribute to the successful development and good reputation of the SCA.
Assist EPM in preparation of work plan and budget.
Promote gender equality, non-discrimination with regard to ethnic, political and religious background.
Develop good co-operation with SCA units, authorities, institutions and other NGOs.
Do related job as delegated by the Education Programme Manager.
Coordinate the activities of Field Education Supervisors with respect to school’s support
Frequently supervise education activities in the field, at least 40% of time should be in field
Prepare and manage the work plan and budget for field visits and Schools support
Ensure quality of Students’ learning level through regular field visits, technical follow ups and evaluations
Ensure that SCA supported educational facilities are run in accordance to SCA policy and SCA Education Directives
Develop training curriculum for training of EFSs in school/class observation and mentoring support to the teachers.
Receive, review and analyse working reports of the Field Education Supervisors and provide appropriate response.
Assist the Education Programme Officer (EPO) in keeping the schools’ data updated.
Ensure regular meetings with EFSs for guidance and problem solving and assist them in making annual and monthly school visits
Assist the Education Programme Manager and rest of the project management team in preparation of work plans, budget and reports.
To assist the Education Project Manager in the budget preparations, follow up, revisions and to secure accountable practices according to financial regulations
Through transfer of own knowledge and skills, enhances the working capabilities of EFSs
Assess and share training needs of the EFS with Capacity Development Officer, Senior Education Officer and Project Manager for consideration.
Promotes gender equality, non-discrimination with regard to ethnic, political and religious background
To participate in workshops, seminars & conference organised by the education programme
Promotes good coordination with other SCA projects, all PO units and other department at KMO especially EPDU with regard to project planning, budgeting and other related issues
Maintain good cooperative relation with the national and provincial authorities, UN agencies, NGOs and other stakeholders
Liaison with other education actors and ensure strong cooperation and development through Provincial Education Directorate
