SCA Background

Swedish Committee for Afghanistan (SCA) has been present in Afghanistan since the beginning of the 1980s. With over 5 000 Afghan employees it is one of the largest organizations in the country. SCA is presently managing development programmes linked to Strategic Objectives within Health, Education, Rural Livelihoods and Community Governance with a total annual budget of roughly USD 40 million.

In Afghanistan, close to 70 000 children go to schools run by the Swedish Committee for Afghanistan (SCA). Over two million people access medical care each year at clinics and hospitals run by the organization. Nearly 3 000 children and adults with disabilities receive special education.

In recent years, SCA has moved from being a mainly humanitarian organization to more emphasize on capacity development for individuals and organizations related to our development programmes, and their capacity to advocate for their rights. SCA provides support to a number of civil society organizations.

SCA activities are based on a Rights Based Approach – to satisfy hunger and live with dignity is a right, not a gift. SCA emphasizes that women have equal rights and should have the same opportunities as men. Through our programmes we support the empowerment of women.

SCA operates in 14 provinces in Afghanistan, and contributes to stability in an unstable country. The programmes are predominantly implemented in rural areas. In Sweden SCA has around 20 staff at the office in Stockholm, and about 4 000 members organized in local chapters across the country.

For more than 30 years SCA has been present among those in Afghanistan with the greatest needs; despite war and conflict. SCA has decided to stay as long as needed.

Scope of work:

Overall management of the hospital both from qualitative and quantitative aspects. The Hospital director is overall responsible for running of the activities of each part of hospitals and assists the, DPM and Hospital supervisor within the field of hospital activities. He will provide needed support and on the job training to the hospital staff.

Act according to the policy and regulations of SCA
Keep updated with issues related to SCA and the environment where SCA operates
Promote an attitude of team spirit and a strong focus on quality
Develop good co-operation with SCA units, authorities, institutions and other NGOs

Tasks of inter organizational relations

Promote gender equality, non-discrimination with regard to ethnic, political and religious background
To participate in workshops, seminars & conference organized by the SCA management
Promotes good coordination with other SCA projects, all PO units and other department at KMO especially HTU with regard to project planning, budgeting and other related issues

Tasks of relation with external agencies

Maintain good cooperative relation with the provincial authorities
To participate actively in ensuring broad understanding and acceptance by local communities of the hospital and SCA in general.
To actively ensure community participation in health projects

Personnel of Hospital:

 The recruitment committee is responsible for Recruitment and dismissal according to SCA rule and regulation and the hospital director should lead this committee. The final approval should be given by PM.

Qualifications & Requirements:

Medical Doctor

Experience:                             

At least Five years’ experience in Hospital management/Director of hospital 

Others:                                    

Fluency in English, Dari and Pashto, written and spoken
Strong interpersonal and communication skills
Able to work independently and under the stressful conditions
Computer knowledge is an advantage
Honest, active and well mannered
Being an Afghan citizen

Main Responsibilities:

Leading of Management team of hospital at least calling management team meeting once a week and assurance of proper filing and records.
Participating in weekly procurement meeting and assurance of proper filing
Participating in monthly PHCC meeting.
To make sure that all duty rosters are designed and available.
To make sure the 24 hour qualitative and quantitative service delivery especially with context of Mother and child health care.
To make sure on time implementation of National Policies and guidelines of MoPH
To make sure personal and environmental hygiene to the best of already set standards
To make sure waste disposal according to National policies and guidelines. hygiene to the best of already set standards
To make sure the daily collection of In and Out patients data
To make sure that all input have been utilized and managed to the best of possibilities.
To make that reports have been submitted to Hospital supervisor on timely manners
To make sure the aggregation of semi-annual and annual reports.
Regular participation in morning report
Provide leadership in liaise with the hospital and Hospital community health shura in the catchment area of the hospital.
 Working to improve overall hospital medical care is the goal. This may be accomplished through education, suggesting needed improvements in hospital, assisting with community health projects or ensuring appropriate early stabilization and transfer of patients to be referred to the provincial hospital, or through other means as identified in local community relationships.
 Provide leadership in developing the systems of the hospital to include continuous quality improvement so the hospital has on-going positive response to the challenge of providing good medical care for the community.
 Provide leadership in developing patter of using current evidence based medicine and looking for ways to implement current best practices for our people.
